Position: Research & Policy Analyst – Government of Alberta Contract Position
Salary: $34-39/hour
Location: Downtown Edmonton
Temporary 6 Month+ Contract
Currently seeking 2 Policy Analysts specifically in the Government of Alberta.
JOB PURPOSE
The position conducts comprehensive and investigative research on apprenticeship initiatives, issues, projects, policies, programs, and services that affect apprenticeship education and skilled trade certification in Alberta. It has a significant project management role in coordinating and implementing research activities. The support provided by the position is essential to the functions and delivery of apprenticeship education programs, products, program recognition, certification pathways and standards, and policy, process, and procedural documents that will direct aspects of the work of the branch.
The position applies theoretical and program knowledge to provide program development, policy evaluation, research, analysis, interpretation, quality assurance, or a combination of the responsibilities listed below.
RESPONSIBILITIES
Conduct research and analysis for program and policy development:
- Lead small projects and/or large project (or components of) to aid in evaluating, assessing and changing policies, programs, processes and procedures
- Determine the best approach for the research project
- Research, evaluate, and analyze quantitative and qualitative data from a variety of sources, including internal and external stakeholders, cross-jurisdictional stakeholders (domestic and abroad), databases, academic journals and other relevant sources of information
- Update and extract information from program databases
- Stay informed on issues and trends, provide necessary information, collaboration, and coordination required
Program or policy development initiatives assistance:
- Consider system and statistical analysis implications on policy/program development
- Assist and provide input into program, policy, legislative reviews and/or proposed amendments
- Develop a databank of information that will assist the branch, and division in decision making
- Assist with the development of action plans based on findings of research/program reviews and follow up on the implementation of recommendations identified
- Monitor and analyze policy and program issues and identify gaps or duplication of services
- Create and maintain processes for program and/or policy development
3. Gather and communicate research analysis and findings:
- Facilitate and/or collaborate with internal and external stakeholders (both domestic and abroad) to gather information in order to draft content
- Synthesize timely, accurate, and complete information to support recommendations to senior and executive management, including the Minister of Advanced Education, in the form of briefing notes, reports, policies, or proposals.
- Plan and organizes capacity building initiatives, such as workshops and learning events to increase program and policy awareness
- Respond to requests for information on policy, program, or legislation
- Develop and maintains positive working relationships with branch, division, and government stakeholder (both domestic and abroad) to ensure collaborative efforts lead to the effective development and implementation of programs and policies
- Provide information to support departmental, inter-departmental, inter-governmental, cross-jurisdictional, committees, and working groups to ensure the perspectives of the branch and Ministry are represented and considered in discussions
- Coordinate activities and meetings within the unit/branch/division as well as with external stakeholders (both domestic and abroad) to consult on policy issues and/or share research findings
- Support and/or coordinate various aspects of stakeholder consultation to identify strategies and initiatives impacting the Ministry
- Facilitate consensus building when there are conflicting objectives or views between various internal and/or external stakeholders
- Interpret and translate data/findings into business recommendations for managers to explore
- Compile information for management, such as key messages, briefing notes, and responses for internal and external use, including topics related to results of analysis and/or statistical methodology
- Assess content of outgoing correspondence to ensure compliance with applicable legislation and consistency with handling requests
- Identify links to government priorities, programs and services, partner initiatives, and commitments
- Support policy initiatives by assisting with the identification of potential impacts and implications of policy issues or initiatives on division/branch programs or policies
- Respond directly to telephone calls, e-mails, letters, and other correspondence, regarding apprenticeship and industry training operations, procedures, services, and programs

Experience:
- Government of Alberta or other Public Sector: 1 year (preferred)
- Policy Analyst / Research Analyst: 2 years (preferred)
